This Will Seed can be found during the section of the story where you have to win 50,000 chips from the high roller slot machine. When looking for the control panels, the path to the seed can be found across from the green control panel. Climb up on the machine then cross the room and jump over the machines located there. You can then jump onto another machine that has a grappling point. The grapple point will take you to a ledge that leads to the room with the Will Seed.

The Will Seed can be found in the High Limit Lobby above the safe room. To reach it, you will need to climb up the ledge on either end of the structure containing the safe room.
